Butte County Sheriff Jerry Smith is speaking out on the proposed gun laws President Obama spoke about on Wednesday.
Sheriff Smith opposed President Obama's proposed legislation, saying that if any federal laws going against second amendment rights were passed, he would not enforce them.
Smith said the laws being discussed in Congress will not affect the recent gun control laws in California.
Smith added that California, for the most part, already has a ban on assault weapons and bullet magazines.
"I think responsible gun ownership should be an individual decision but [it's a decision that] people who are not impaired should be able to make," said Sheriff Smith.
Smith suggested that the money used for the President's 23 executive orders should be used to improve the nation's mental health programs.
