Sheriff declares local state of emergency, evacuates Chaparral Dr.

REDDING, Calif. - Authorities have declared a residence on Chaparral Drive and the surrounding area as "dangerous and volatile" after finding explosives and explosive precursor materials in a home where a man nearly blew his hand off Thursday.

Shasta County Sheriff Tom Bosenko has declared a local state of emergency evacuating everyone within a quarter mile of the house Friday evening.

The Red Cross is setting up an evacuation center at Manzanita Elementary School, 1240 Manzanita Hills Avenue.

Chaparral Drive is closed with a roadblock approximately 100 yards south of Vladimir Court.

The public and media are requested to stay away from the area for safety reasons.

Sheriff's deputies originally responded to the home Thursday after receiving a 911 call. Upon arriving at the house deputies found a man identified as D Ray East, 63, with injuries to his face and a nearly severed hand. There was also smoke coming from the home.

East was was transported to a local hospital and his condition is unknown.

The Sheriff's Office will hold a press conference at 1:00 pm on Saturday, Feb. 8 at the Shasta County Sheriff's Office in Redding.  A community meeting for the affected residents will be held at the evacuation center at 3:00 pm on Saturday.
