RED BLUFF, Calif. -

A Tehama County woman described seeing a man burned alive in his wheelchair along the side of a Red Bluff street.

Investigators believe the fire started from a lit cigarette.  The victim 65-year-old Garry Parish was taken to St. Elizabeth Hospital where he was pronounced dead.

The incident happened around 5 p.m. Tuesday in the area of Philbrook Avenue and Wiltsey Road in Red Bluff, one block off Antelope Boulevard.

Kim Heard told KRCR News Channel 7 she was driving on Wiltsey Road when she saw the man on fire.

"I realized that the fire was a man on fire the flames were up over his head and he was fighting trying to get the fire out over his face and I just panicked," said Heard.

Another citizen put out the flames but it was too late to save Parish's live.

Parish was in a power wheelchair.  Heard said when she found him he was on the ground next to the chair.
